近年来,一些地区和单位请示如何处理不符合国务院规定退职条件的行政工作人员,申请辞去公职的问题,经请示省政府同意,在中央没有统一规定前,暂按以下意见办理。国家行政机关、事业单位的正式行政工作人员(含工人),凡不符合国务院《关于安置老弱病残干部的暂行办法》和《关于工人退休退职的暂行办法》(即国发[1978]104号文)规定,自愿向组织申请,要求辞去公职,不再保留全民所有制职工身份的,根据中共中央、国务院有关规定精神,经任免机关批准,可以办理离职手续并发给一次性离职补助费。离职补助费可按下列标准和原则办理。
