新西兰是世界上第一个建立国家资历框架的国家,无疑为其他国家建构终身学习立交桥提供了丰富的经验和教训。本文分为四个部分:第一部分介绍了新西兰建立各级各类教育衔接和沟通的终身学习体系的社会需求;第二部分分析了从1980年代后期起,新西兰资历框架发展经历的酝酿期、尝试期、探索期以及成型期的特征,尤其是长达十年的探索期的变化和改革;第三部分描述了新西兰资历框架的管理和运作,集中阐述新西兰政府属下的资历当局的专职管理和职责、单一和统一的资历框架的建构、严格的质量保证体系、成效为本的单元标准和成就标准,以及持续评估与改进的机制;第四部分讨论了新西兰资历框架建立的经验和教训。作者特别强调,建立终身学习立交桥,实现各级各类教育之间的衔接和沟通,政府统筹只是为各所院校的教育提供统一的参照框架和标准,以支持教育机构发展校内的质量保证机制和学习成果标准,从而在同样的教育质量标准的基础上,实现不同教育机构间的学分互认和互换。
New Zealand is the first country in the world to establish a national qualification framework. It undoubtedly provides rich experiences and lessons for other countries in building lifelong learning overpass. This article is divided into four parts: The first part introduces the social needs of establishing a lifelong learning system in New Zealand at all levels of education convergence and communication. The second part analyzes the gestation period of New Zealand qualifications framework development from the late 1980s, Period, period of exploration and formative period, especially the ten-year exploration period changes and reforms; the third section describes the management and operation of the New Zealand Qualifications Framework, focusing on the full-time management of the New Zealand government’s seniority authority and Responsibilities, a single and unified framework of qualifications, a strict quality assurance system, performance-oriented unit standards and achievement standards, and a mechanism for continuous assessment and improvement. The fourth part discusses the experiences and lessons learned in setting up the New Zealand Qualifications Framework. In particular, the author emphasizes the establishment of a lifelong learning overpass and the linkage and communication between various types of education at all levels. The government overall planning only provides a uniform frame of reference and standards for education in all institutions so as to support educational institutions in developing quality assurance mechanisms in schools and Learning outcomes standards, so that the same quality of education standards, based on the realization of the different educational institutions of mutual recognition and exchange of credits.
