党的十六届四中全会明确地提出了要坚持以人为本、全面协调可持续的发展观,更好地推动经济社会发展。胡锦涛总书记在全国宣传思想工作会议上的讲话中指出：思想政治工作说到底是做人的工作,必须坚持以人为本。改革开放和社会主义建设与发展的实践证明：越是发展社会主义市场经济,就越要加强和改进思想政治工作,思想政治工作是党的各项工作的生命线。以人为本做好思想政治工作既是时代和社会发展的迫切需要,也是人的全面发展的必然要求。我们要认清形势、把握特点、创新方法、勇于实践。
The Fourth Plenary Session of the 16th Central Committee of the Party made it clear that it is necessary to adhere to the people-oriented principle of overall, coordinated and sustainable development and better promote economic and social development. General Secretary Hu Jintao pointed out in his speech at the National Conference on Propaganda and Ideological Work that in the final analysis, ideological and political work is a man’s job and must be people-oriented. The practice of reform and opening up and the construction and development of socialism have proved that the more we develop the socialist market economy, the more we must strengthen and improve ideological and political work and the ideological and political work are the lifelines of all the Party’s work. People-oriented ideological and political work to do both the times and social development is an urgent need, but also an inevitable requirement for the all-round development of mankind. We must clearly understand the situation, grasp the characteristics, innovate the methods and have the courage to practice.
