宗教文化作为一种特殊资源,其开发离不开政府相关部门的组织领导。河南省宗教文化资源种类丰富、历史悠久,但各级政府在开发中存在着观念落后、管理滞后、开发规划不合理、投融资体系不健全、文化创意投入不到位等问题。各级政府应从建设和谐社会的战略高度出发,树立科学的旅游发展观,优化管理职能,让宗教文化旅游在文化强省和旅游立省构建中发挥应有的作用。 Religious culture as a special resource, its development is inseparable from the organizational leadership of relevant government departments. Henan Province has rich religious and cultural resources and a long history. However, governments at all levels have some problems in their development, such as backward concepts, lagging management, unreasonable development planning, inadequate investment and financing systems, and inadequate investment in cultural creativity. Governments at all levels should proceed from the strategic height of building a harmonious society, establish a scientific concept of tourism development and optimize the management functions so that religious and cultural tourism can play its due role in building a strong culture and establishing provincial tourism.
