世界各地的建筑业都非常依赖工程分包。分包制度不但被普遍应用,亦可能成为企业经济体系的一个永久特色。它从传统的建筑业延伸至其他行业。职业安全专业人士对分包制度如何影响工地安全甚表关注,而其他人士同样关注围绕分包对质量控制的问题。要强调的一点是,在任何讨论有关分包制度问题中,它是不能独立考虑的。同样地,分包商与总承建商(总包)的关系及互相配合对工地安全极为重要,总承建商与客户(建设单位)及其代表的关系亦然。因此,有必要探讨客户与总承建商的角色,以便找出分包制度对建造业安全制度有何影响。客户、总承建商与分包商亦须在社会限定的法律架构范围内营运,以防施工意外发生。因此,有必要探讨有关分包商的安全标准的充裕程度或在其他情况下所涉及的法律问题。
The construction industry around the world relies heavily on subcontracting. The subcontracting system is not only widely used, it may also become a permanent feature of the business economy. It extends from the traditional construction industry to other industries. Occupational safety professionals are concerned about how subcontracting affects workplace safety while others are equally concerned about the quality control issues surrounding subcontracting. The point to be emphasized is that it can not be considered independently in any discussion of the sub-contracting system. Similarly, the relationship between the sub-contractor and the main contractor (master contractor) and the cooperation with each other are extremely important for site safety. The relationship between the main contractor and the client (construction unit) and their representatives is also the same. Therefore, it is necessary to explore the role of customers and main contractors in order to find out the impact of the subcontracting system on the construction safety system. Clients, main contractors and sub-contractors must also operate within the socially-defined legal framework to prevent construction accidents. Therefore, it is necessary to explore the adequacy of the safety standards for subcontractors or the legal issues involved in other cases.
