19世纪末、20世纪初,在东北,由于几个帝国主义强国都来参与划分势力范围的争斗,因此形势格外复杂.沙俄是最早入侵我国东北的帝国主义国家.早在1896年,沙俄就与清政府签订了俄清密约,在共同防御日本侵略的借口下,开始修筑横贯吉黑两省的铁路干路——中国东省铁路(中东路).1898年沙俄又以德国强占胶州湾为借口,强占了旅顺、大连,并获取了纵穿辽吉两省的东省铁路支线的铺设权.光绪25年(1899年)4月英俄签订了关于在清国铁路利益的协议.英国承认长城以外包括整个东北,属于沙俄势力范围.因此,在日俄战争之前,主要是沙皇俄国在我国东北称霸,而英帝国主义只是在辽西走廊,即关内外铁路关外段上拥有某些利益.
