控烟,是常说常新的话题。人人都知道吸烟有害健康,可是我国的控烟工作进展并不顺利。2003年11月,中国政府代表在联合国总部签署了世界卫生组织《烟草控制框架公约》(以下简称《公约》),2006年1月9日,《公约》在我国正式生效。但是,五年来,我国控烟政策履约得分仅为37.3分(百分制),离及格线相差甚远。仅看这一分数,显然不能令我们满意。但事实上,我国政府有关部门和非政府组织都一直在为推进中国的控烟工作进程而不懈努力着。在政府有关部门的指导下,中国的非政府组织——中国控制吸烟协会都做了哪些与控烟有关的工作,取得了怎样的成绩,还存在什么问题,这些普通大众想了解但并不怎么了解的问题,需要专业人士来做出解答。就这些“控烟”问题,本刊编辑部特邀请中国控制吸烟协会的各位专家,撰文一一说明。支持,往往来源于了解!
Tobacco control is a frequent topic. Everyone knows that smoking is harmful to health, but the progress of tobacco control in our country is not smooth. In November 2003, the Chinese government representatives signed the World Health Organization Framework Convention on Tobacco Control (hereinafter referred to as the “Convention”) at the United Nations Headquarters. On January 9, 2006, the Convention officially came into force in China. However, over the past five years, China’s tobacco control policy performance score was only 37.3 points (percentage system), a far cry from the pass line. Looking at this score alone obviously does not satisfy us. However, in fact, the relevant government departments and non-governmental organizations in China have been making unremitting efforts to advance the process of tobacco control in China. Under the guidance of relevant government departments, what the Chinese non-governmental organization, the China Association for the Control of Smoking, has done with regard to tobacco control, what has been achieved, and what problems remain, these ordinary people want to know but do not understand how The problem requires professionals to answer. With regard to these “smoking control ” issues, the editorial department of the journal invites experts from the China Controlled Smoking Association to write an article.
