１９９９ 年８ 月２ 日至５ 日在内蒙古自治区包头市召开的全国中等职业教育教学改革工作会议，是职教战线为了全面贯彻落实全教会精神，深化职业教育教学改革，全面推进素质教育的一次重要会议。闭幕式上，张天保副部长作了《认清形势 坚定信心 深化改革 积极推进素质教育》的重要讲话，其中就我国职教发展的若干问题进行了阐述，本期就此讲话的主要内容予以选摘。文章标题为编者所加。
