许多国际机构一直在提供重要的技术和资金援助。由于发展中国家国内和国家之间正面临水危机和冲突,因此更需要这种援助,但应较好地协调其先后缓急。另外,国际机构应在影响水利用政策的制订方面发挥更大的作用,如取消阻碍发展中国家出口耗水较少、品位高、劳动力密集型农产品的贸易限制。这就需要签订一项高层次的国际协议,以便建立一个有一定数量职员和资金支持的世界水研究所,由它来完成上述任务。建立世界水研究所的规划工作须由来自联合国、国际农业研究协商组和世界银行等有关机构组成的一个小组负责。
Many international agencies have been providing important technical and financial assistance. The assistance of developing countries is even more needed because of the water crisis and the conflicts between them, both nationally and internally. However, their priorities should be well coordinated. In addition, international agencies should play a greater role in influencing the formulation of water-use policies, such as removing trade restrictions that hinder the export of developing countries from water-less, high-grade, labor-intensive agricultural products. This will require the signing of a high-level international agreement to establish a World Water Institute with a certain number of staff and financial resources to do the above tasks. Planning for the establishment of the World Water Institute shall be conducted by a team of relevant agencies from the United Nations, the Consultative Group for International Agricultural Research and the World Bank.
