科技三项费用是各级政府用于新产品试制、中间试验及重要科学研究项目的财政预算经费，但在实际使用过程中，效果不尽人意。为使科技三项费用真正发挥其应有的作用，必须借鉴科技风险投资机制，将部分三项费用的使用纳入科技风险投资的轨道。山西省科技基金发展总公司几年来的成功探索提供了有力的证明。
The three expenses of science and technology are the budgets and funds allocated by the governments at all levels for the trial production of new products, intermediate tests and important scientific research projects. However, their actual use is not satisfactory. In order to make the three expenses of science and technology truly play their due role, we must learn from the scientific and technological risk investment mechanism and include the use of some of the three expenses in the track of science and technology venture capital.
