In October 1998, an industrial group led by the United States Sanders Company formally disclosed for the first time the design scheme of the smallest reconnaissance aircraft system ever. The 85-gms, 152-mm-long MSI miniature aircraft have been tested for several months at the Defense Advanced Research Projects Agency. The development began in April 1998 with a planned cost of $ 10 million for 42 months and was jointly developed by Sanders, the Lockheed Martin Independent Research Institute and General Electric Company. In the first phase of six months, they conducted research on program demonstration and the second phase carried out radio control flight demonstrations of MSI.
