Experimental synthesis of phthalic acid 2,2 ’bipyridine mixed rare earth (europium, terbium) complexes. Fluorescence of these complexes was measured at 323 nm UV excitation. The results show that there is a strong interaction between europium and terbium. Terbium has a strong sensitizing effect on the fluorescence intensity of europium, while europium has a strong quenching effect on terbium, but its fluorescence emission peak position remains basically unchanged. Elemental analysis and thermal analysis confirmed that the chemical composition of the complex was Re2 L3 L’.5H 2 O (L = phthalate, L ’= 2,2’ bipyridyl). Infrared spectroscopy showed that both phthalate and bipyridine were coordinated with rare earth ions
