坚持德才兼备,是我党干部选拔任用工作的根本原则。党的“十七大”对选拔任用干部工作提出了新的更高要求。我们要坚持正确的用人导向,按照德才兼备、注重实绩、群众公认原则选拔干部,提高选人用人公信度。要坚持党管干部,坚持民主、公开、竞争、择优,形成干部选拔任用的科学机制。我们在按党的干部政策搞好日常组织人事工作的同时,要加大力度,注重干部队伍的建设。要进一步解放思想,创新思路和方法,做到逐步完善选拔程序,细化方案、把握重点环节,公开公平公正,预防选人用人上的不正之风。要合理配置干部资源,形成充满生机活力的竞争机制,确保优秀干部脱颖而出。对于公开选拔干部中出现的新问题,要及时总结经验教训,探索规律,改进工作,使高校干部队伍建设工作迈上新台阶。
Adherence to both ability and political integrity is the fundamental principle of selecting and appointing cadres of our party. The “Seventeenth National Congress of the Party” has put forward new and higher requirements on the work of selecting and appointing cadres. We must uphold the correct orientation of employing others, select cadres according to the principle of having both ability and political integrity, paying attention to actual performance and the masses’ recognition, and raise the public confidence in selecting and employing people. We must uphold the party’s management of cadres, adhere to democracy, openness, competition and preferential selection and form a scientific mechanism for the selection and appointment of cadres. While doing a good job of daily personnel work in accordance with the party’s cadre policy, we must step up our efforts and pay attention to the building of a contingent of cadres. We should further emancipate our minds, innovate our thinking and methods, gradually improve the selection procedure, refine our programs, grasp the key links, openly and justly the fair and prevent the unhealthy tendencies in selecting and employing people. We must rationally allocate cadres resources and form a vigorous and competitive mechanism to ensure that outstanding cadres stand out. For the newly emerged cadres in the selection of new problems, it is necessary to timely summarize the experiences and lessons, explore the law, improve the work so that the work of building a cadre team to a new level.
