许昌农副土特产品贸易中心在建立企业激励机制的同时,积极探索建立企业的约束机制,先后对所属六个独立核算的基层单位(四站两店)的财会人员实行统一管理,定期轮换工作单位。具体做法是:农贸中心设财计股,股长由中心总经理任命,报主管部门备案。各独立核算单位的主办会计,均由中心总经理任命,出纳由各独立核算单位的经理提名,报中心总经理审批后,再由单位经理任命。各核算单位的会计人员不参加本单位的优化劳动组合,按规定享受岗位补贴和完成管理目标奖。对不称职或犯有错误的人员,经调查落实后,由总经理提出处理意见。各单位主办会计
