社会稳定是近12年来俄罗斯成功转型和经济增长的重要条件,而合理分配则是社会稳定的基础。俄罗斯分配制度的特点是,一次分配中劳动者工资占GDP的比重大于50%,二次和三次分配中政府向居民承担大部分社会义务。宪法规定的社会国家属性决定了俄罗斯的分配制度,即俄罗斯分配制度有其宪政基础。俄罗斯的经验表明,转型国家必须把建立公平的分配制度置于社会经济政策首位。不公正的分配政策会导致社会不稳定。在社会不稳定的条件下经济增长是不可持续的。如何使经济增长促进社会进步,这是转型国家的共同课题。俄罗斯的转型经验可以借鉴。
Social stability is an important condition for Russia’s successful transition and economic growth in the past 12 years, and rational distribution is the basis for social stability. Russia’s distribution system is characterized by a distribution of laborers’ wages as a percentage of GDP by more than 50%. In the second and third distributions, the government undertakes most of the social obligations to the residents. The social and state attributes stipulated by the Constitution determine the distribution system of Russia, that is, the distribution system of Russia has its constitutional basis. Russia’s experience shows that the countries in transition must put the establishment of a fair distribution system at the top of social and economic policies. Unfair distribution policies can lead to social instability. Economic growth is unsustainable under conditions of social instability. How to make economic growth and social progress is the common issue for the countries in transition. Russia’s restructuring experience can learn from.
