省直管县、复合行政和县级政权民主政治建设,是当前有关县政改革的三种不同方案。从权力合理配置的视角观察,三者之间并不冲突,而是相互补充、相互配合,共同构成县域管理的制度要件。通过财政体制与行政体制改革,省直管县实现省与县(市)之间的分权制度化,在强化县级政府行政实体地位的同时,为政府向市场、向社会分权找到了阻力最小的政治和行政单位。复合行政以政府间合作以及政府与市场、社会间合作的方式来解决区域性公共事务,拓展了县域管理的制度空间,是对省直管县改革的有益补充。县级政权民主政治建设在县域政治的层面为省直管县和复合行政的管理创新提供了政治基础和体制保障。
