在我国,作为政府履行对电影事业管理职权之一的电影审查,一向是在尚未立法的背景下“幕后”进行的。因此,电影圈内外难免不时有某某影片被大删、大改或被禁演的传言,也容易招惹海外的一些无根据的猜测或责难。 去年下半年以来,由电影事业管理局负责草拟的《电影审查条例(草案)》已经成稿,眼下正在电影界内征询意见、修改充实。负责这项法规起草的专家们认为:电影审查条例的制定,使电影审查标准公开化,审查机构及权限更体现出群众性、民主性和权威性。有法可依给电影家们提供了更广阔、更明确的自由度。这意味着,我国电影审查将从幕后走向台前。
In our country, the censorship of movies as one of the government’s functions and powers in managing the film industry has always been “behind the scenes” in the context of not having legislation. Therefore, it is inevitable that there is a certain film being deleted, altered or banned from time to time inside and outside the film circle. It is also easy to provoke some unfounded speculation or censure overseas. Since the second half of last year, the Film Censorship Ordinance (Draft), which is drafted by the Film Administration, has been published. Now, comments are being made in the film industry to make amendments. The experts in charge of drafting the laws and regulations think that the formulation of the censorship regulations will make the censorship standards more open, and the censorship agencies and powers should reflect the mass, democracy and authority. There is a law that gives filmmakers a broader, more defined degree of freedom. This means that our censorship of movies will go from behind the scenes to the stage.
