交通需求管理是城市存量优化发展的重要保障。为了定量评估限牌限行、停车收费、拥堵收费、禁行、公交优先、错峰出行等交通需求管理政策的实施效果,在交通四阶段模型的基础上,引入收入拥车模型,优化阻抗函数。通过实际模型案例测算了单一及组合交通需求政策对出行距离、方式结构、道路饱和度等指标的影响。结果表明,模型能反映出各项交通需求管理政策,且不同政策对出行特征及交通运行的影响程度存在明显差异。
Traffic demand management is an important guarantee for the optimization and development of urban stock. In order to quantitatively assess the implementation effect of traffic demand management policies such as limit line, parking fee, congestion charge, banning, bus priority and peak shifting travel, the income car model is introduced to optimize the impedance function based on the four-phase traffic model. The impact of single and combined transport demand policies on such indicators as travel distance, mode structure, road saturation and so on is estimated through the actual model case. The results show that the model can reflect all traffic demand management policies, and there are significant differences in the impact of different policies on travel characteristics and traffic operation.
