下岗再就业问题,或者说失业问题,是困扰当前中国经济的一个大问题,也是摆在各级政府面前的一个大难题。说到下岗再就业问题,有一种很流行也看似很有道理的说法:解决就业问题的根本是发展经济。其实这是大有疑问的。失业问题严重的大中城市的经济增长率大都高于10%,已经是全世界最高的了,这样的速度已不大可能也不应该再提高了。因此从宏观角度来看,当前中国的失业问题不可能期望再提高经济发展速度,大幅度增加劳动力需求来解决。那么符合逻辑的解决办法就只有一个:减少在业人员的劳动时间,腾出位子来吸纳更多的就业者,简单说就是:有工大家做。而用这种方式解决失业问题
Unemployment, or unemployment, is a major problem plaguing the current Chinese economy. It is also a major challenge before all levels of government. When it comes to laid-off re-employment, there is a very popular and seemingly plausible statement that the fundamental solution to the employment problem is economic development. In fact, this is a big question. Large and medium-sized cities with serious unemployment have an economic growth rate higher than 10%, which is already the highest in the world. Such speed is unlikely and should not be raised any more. Therefore, from a macro perspective, the current unemployment problem in China can not expect to further increase the pace of economic growth and substantially increase labor demand to solve it. Then there is only one logical solution: to reduce the working hours of employed workers and free up more seats to attract more employed workers. Simply put, there is work for everyone to do.
