为进一步贯彻落实《制、修订通信技术标准项目暂行管理办法》，做好标准立项工作，特制定本实施细则。第一条 在我国登记注册的各通信运营企业、设备制造企业、科研设计单位、大专院校及有关社会团体等，根据当前通信技术业务发展的实际需求，均可提出制、修订通信技术标准项目
In order to further implement the “Interim Measures for the Administration of the Revision of Communication Technology Standard Projects” and do a good job in the standardization of projects, special rules for the implementation of these Regulations are formulated.
