1、理顺管理关系,建立管理新模式。市、县两级都是独立的经济实体,各自抓经营,市局无力管好县局。要加强对县(市)局的管理,应在现行“市管县”体制下,市局中设置“县局工作科”,并由一名局级领导分管,属省局的派出机构。主要任务是代表省局对县(市)局的干部、通信生产、经营、计划财务、劳动工资等实行全面管理。该科的一切费用开支均由省局负担。这样既可使市局其它领导和其它科室能集中精力抓好现业局的工作,同时也可减轻市局的经济负担。
