作为一种新的人事管理典范 ,后官僚制已在发达国家初步形成 ,它包括了从抽象的管理理念到较为具体的管理方法和技术。后官僚制的出现是一系列相关因素共同作用的结果 ,包括观念的变化、技术变革以及由此引发的环境变化。尽管后官僚制的一些理念和方法颇具吸引力 ,但鉴于中国面临的主要问题和所处的社会背景与发达国家存在很大差异 ,决定了中国借鉴后官僚制必须进行十分慎重的分析和选择
As a new model of personnel management, the post-bureaucratic system has been initially formed in developed countries. It includes everything from abstract management concepts to more specific management methods and techniques. The emergence of post-bureaucracy is the result of a combination of relevant factors, including changes in perceptions, technological changes and the resulting changes in the environment. Although some post-bureaucratic ideas and methods are attractive, given the major differences between China and developed countries in view of the major problems facing China and its social background, it is decided that China must make a careful analysis and selection based on the post-bureaucratic system
