Buried in the ground, the Japan Meteorological Agency Volumetric Strain Gauge captured changes that could be seen as a precursor to the offshore earthquakes in Ibaraki in July 1982 and the offshore Izu Oshima earthquake in mid-August. In particular, a few hours before the MS7 Ibaraki earthquake near the Puhe offshore earthquake in magnitude, there have been significant changes at six observation sites that have not been observed for six years. The result was reported at the Seismological Society in Nagoya on October 5, 1982. The personnel concerned have strengthened their confidence in these promising data as predictions of the East China Sea earthquake.
