笔者曾提出“大世界杯战略”,意谓就中国足协而言,中国男足世界杯出线是高于一切的第一目标,此应居于中国足球领域中凌驾一切的位置。中国老百姓在一偿申办奥运成功之夙愿后,大约也只有一个足球世界杯出线之宏愿有待实现了;加上年内加入 WTO 有望,中国人命定在新世纪伊始便三喜-临门。由于这“三喜”中只有世界杯出线尚在未定之中,所以如何突破这最后一关值得好好探讨。中国足协其实已在实施“大世界杯战略”,这从重金礼聘世界级教练米卢蒂诺维奇直到以三套方案应对国家队冲击世界杯对职业联赛的影响,均可看出。不过,何以要选择“大世界杯战略”,
