]993年3月9日,原商业部、国务院经贸办、国家技术监督局联合发出通知,倡导在大型国合商业零售企业中率先实行“商品质量先行负责制”。其内容是:在生产和销售规定的责任期内,在符合退换货原则的基础上,根据消费者的要求,商店可先进行商品的修理、换退货、侵权赔偿处理,如因产品生产内在质量缺陷造成消费者伤亡及其他严重后果的,可由售出单位协同受害方一起向生产企业追偿责任,解决售出商品的质量纠纷。尔后,根据国家法律、法规、规章的规定,属于生产者、储运者责任的,由商店向责任者追偿先行负责的费用。
