产业共性技术对于各国产业的快速发展,巩固和提升产业竞争优势具有重大的意义,因此,主要发达国家都十分重视政府对于本国产业共性技术发展的支持。美国共性技术的供给采取“企业+政府”的双主体投资机制;欧盟则通过欧洲框架计划、尤里卡计划等较松散的组织来联合欧洲各国的科研力量,为各成员国提供产业关键共性技术;日本和韩国政府对于本国产业共性技术的支持主要是通过国立研究机构(如,日本产业技术综合研究所,韩国科学技术研究院)来实现的。目前,与发达国家相比,我国产业共性技术的供给存在明显不足,因此,应借鉴发达国家的经验,尽快成立综合性的或行业性的工业技术研究院,专门研究行业发展中重大的、关键性的共性技术,为应对日益激烈的国际竞争提供技术支持。
