目标管理是组织全员参加企业管理的一种科学管理方法,对提高企业管理素质,提高经济效益,有着积极的促进作用.如鄂钢近年来,实行目标管理,收到明显的效果.1983年实现利润比1982年增长35.72%,1984年又比1983年增长49.6%,两年翻了一番.从实践中我们体会到,目标管理过程中,最主要的是要做到“三结合”和“三突出”. 第一,先进性与科学性相结合,突出激励性.先进性就是要以创新的精神,提出更高的目标.但必须要有科学的根据和具体措施,确保目标的实现.使目标既要鼓舞人心,又要通过努力能达到预想的结果.我厂制订1984年经营目标时,根据生产计划测算和利润增减因素的分析,利润只能实现3,000万元.按照这个目标,除完成上交利润外,
