居民委员会的自治权《居民委员会组织法》规定,居民委员会是居民自我管理、自我教育、自我服务的基层群众性自治组织。从《组织法》的条文内容来看,居民委员会的自治权可以分为这样两个方面,即自治事务方面和委办事务方面。自治事务方面主要有六项: 1、财产自治。有关居民生产、生活的服务事业,居民委员会可以自行决定。居民委员会对自己的财产拥有所有权,任何单位和部门部不得侵犯。《组织法》第4条明确规定,“居民委员会应当开展便民利民的社区服务活动,可以兴办有关的服务事业。居民委员会管理本居民委员会的财产,任何部门和单位不得侵犯居民委员会的
Residents’ Committee Autonomy The Organic Law of the Resident Committee stipulates that residents committees are self-governing grass-roots mass organizations that govern their own self-management, self-education and self-service. Judging from the content of the Constitution, the autonomy of residents committees can be divided into two aspects, namely, the issue of self-government and the appointment of affairs.
