目前,在深化国有企业体制改革的问题上有三种思路:1、认为1987年开始在全国普遍推行、八五计划期间要继续实行的承包经营责任制己经构造出有计划商品经济条件下国有企业经营机制的基本框架,因而深化企业改革应归结为完善承包制;2、认为推行承包制是理论和决策上的失误,是对旧体制的妥协和维护,因而必须尽快用股份制取代承包制;3、认为在目前的实际情形下只能实行承包制,但改革的目标模式应当是股份制,承包制只是一种过渡形态。本文拟针对这三种思路,从如何评价承包制和能否将股份制当做改革的目标模式两个方面,谈一些意见。
