刘叔村,沙市石油钢管厂厂长,他不仅治厂有方,同时,十分重视加强国防后备力量建设。上任伊始,张叔村利用15天时间先后调查了全厂26个基层单位和21个科室的基本情况。当他得知武装部和保卫科还在一起办公时,心想:武装部是国防体制的重要组成部分,担负着全厂的民兵预备役工作重担,没有单独的办公室怎么行呢?在征得其他领导同意后,在3天内为武装部解决2间办公用房。之后,他又给武装部增配了一名专武干部,还配了一辆三轮摩托车,并宣布武装部为正科级单位。1987年,钢管厂实行了厂长负责制,刘叔村表示:“本厂民兵工作要冲出沙市,走向湖北!”强烈的国防事业心,驱使他按照上级军事部门达标要求,专门责成武装、财务、人事等7个部门制订了一系列切实可行的管理制度,从而较好地保障了全厂民兵工作的顺利开展。自1988年以来,这个厂武装部连续5年被荆沙军分区和江汉
