本文借鉴“控制权”理论,讨论基层政府在政策执行中的控制权,将归纳为五种类型:目标解析权、任务“打包”权、“火警式”检查权、信息筛选权、督查引导权。基层政府的控制权源于执行权所培育的实质控制权,上级委托方的控制权来自产权归属而衍生的正式控制权,两类控制权的出现使科层组织控制权发生分离,产生政策执行偏差行为。基层政府控制权的概念旨在讨论代理方的控制权,从而更为准确描述组织剩余控制权在委托方和代理方之间的分配情况,为政策执行提供一种分析视角。
This paper draws lessons from the theory of “control power” to discuss the control of the grass-roots government in the implementation of the policy.
