基于义务教育发展的新需求,结合已有关于教育公平和质量的研究成果,提出公平有质量的教育理念,并在此基础上采用非等量控制组的准实验研究设计,以对项目学校管理者培训作为干预手段,通过对云、贵、青三省六县24所小学三年级学生连续三年的追踪调查,考察学生视角下的学校管理改进情况。研究发现:1.项目学校学生2008—2010年对学校管理及各维度的评价呈逐年提高趋势;2.项目学校学生对学校管理的评价与对照学校间的差距不断缩小。研究证明,通过公平有质量教育理念转变学校管理者的管理理念,改进其管理行为,是提高学校管理有效性、促进义务教育公平有质量发展的有效路径。
Based on the new needs of the development of compulsory education and the existing research results on education fairness and quality, this paper puts forward the concept of fair and quality education. On this basis, the quasi-experimental research design of non- Training as an intervention means to track the improvement of school management from the perspective of students through follow-up investigation on the third year of 24 grade three primary school students in six counties of Yunnan, Guizhou and Qinghai provinces. The findings are as follows: 1. The evaluation of school management and its dimensions from 2008 to 2010 by project school students shows an increasing trend year by year. 2. The evaluation of school management by project school students and the gap between schools are shrinking. Studies have shown that changing the management concept of school administrators and improving their management behaviors through the concept of fair and quality education is an effective way to improve the effectiveness of school management and promote the fair and quality development of compulsory education.
