In the late 1960s, the hospital was seriously threatened by the hospital because of the fiscal tightening, the dispersal of the population and the continuous reduction of patients. In order to preserve the hospital, it was approved by the City of Baltimore in 1972 and medical staff formed a non-profit, independent association of medical practitioners (CPPA). Since then, the municipal government has provided 1.6 million U.S. dollars each year. Funding for research, accounting and legal work required by the organization is funded by the Hospital Education Fund. In fact, before the establishment of the organization, the municipal authorities had provided a salary of 2.2 million U.S. dollars for 77 full-time employees. CPPA management: CPPA is owned by a doctor and managed by a doctor. If the organization is dissolved for some reason, the property belongs to the hospital and not to individuals.
