有数据显示,我国拥有占全世界1.9%的汽车量,汽车引发的交通死亡事故却占全球的15%,死亡率“排名”世界之首。此外,我国目前万车死亡率为7.6,日本以及欧美一些发达国家,万车死亡率平均控制在2至3之间。这一数字的背后,酒后驾车为其中一大元凶。与汽车交通发达的国家相比,我国“危险驾驶”者违法成本太低,所承担的法律责任实在太小。许多汽车业发达的国家不是等到醉酒者开车造成他人死亡才处以重刑,而是平时就严格管理,将事故隐患降到最低。
Statistics show that China has a 1.9% share of the world’s total automobile. Traffic accidents caused by cars account for 15% of the world’s total. The death rate ranks first in the world. In addition, the current death toll of 10,000 vehicles in our country is 7.6. In some developed countries in Japan, Europe and the United States, the average death rate per 10,000 vehicles is between 2 and 3. Behind this figure, drunk driving is one of the biggest culprits. Compared with the countries with developed traffic, the illegal cost of “dangerous driving” in our country is too low and the legal liability borne is too small. Many developed countries do not wait for drunken drivers to drive others to death before driving to severe penalties. Instead, they usually manage strictly and minimize the potential for accidents.
