转换企业经营机制,是搞好国有企业的根本,是当前企业改革乃至整个经济体制改革的一项紧迫任务,也是建立有中国特色的社会主义市场经济体系的需要,拟就此提出若干思考。一是企业内部各项改革要与转换机制紧密挂钩,企业经营机制转换是一项复杂的系统工程,涉及到方方面面。必须与企业内部各项改革紧密结合起来;而企业内部各项改革更必须紧紧围绕转换经营机制这一大目标来进行。当前,有些企业虽也搞了形形式式的内部改革,但目的性不明确,零打碎敲,系统性不强,结果企业固有矛盾未解决,新的矛盾又不断滋生,企业活力未得到明显改观,经济效益依旧上不去,值得深思。
Converting the operating mechanism of enterprises is the basis for doing a good job of state-owned enterprises. It is an urgent task for the current enterprise reform and even the entire economic system reform, as well as the need to establish a socialist market economic system with Chinese characteristics. It is planned to put forward some reflections on this. First, all internal reforms of enterprises must be closely linked to the conversion mechanism. The transformation of enterprise operating mechanisms is a complex system project that involves all aspects. Must be closely linked with the various reforms within the enterprise; and the various internal reforms must be tightly focused on the major goal of transforming the operating mechanism. At present, although some enterprises have also engaged in formal reforms of internal reforms, their objectives have been unclear, they have been smashed, and they have been systematically weak. As a result, the inherent contradictions among enterprises have not been resolved, new conflicts have continued to breed, and the vitality of enterprises has not been significantly improved. The benefits still do not go up, it is worth pondering.
