社会主义市场经济体制作为我国经济体制改革的目标模式,自从十四大明确提出以来,经过多年的发展,基本框架已经形成,生产资料、资金、劳动力、技术等要素在各自的市场体系中通过市场进行优化配置的机制初步建立。但要素市场中劳动力市场发展缓慢,市场组织化程度不高,市场竞争既不充分又缺少规范。一方面由于我国劳动力的过度供给,劳动力资源的效用得不到重视,对劳权的研究缺乏,阻碍了劳动力市场的长足发展,另一方面,政府部门现在实施的一些政策措施也阻碍了劳动力市场的发展。笔者仅就劳动力市场发展过程中政策性阻碍进行初浅的分析和探讨。
