鉴于目前互联电网不能保证公平分配区域一、二次调频责任,提出一种更加合理的区域调频责任分配方式。该方式结合国内频率偏差系数设定方法,以保证频率质量和公平分配区域调频责任为目标,通过合理确定系统总的频率偏差系数及公平分配各区的频率偏差系数,实现自上而下地对各控制区安排一个更加合理和理想的二次调频特性。同时,为规范和改善区域一次调频能力,要求各区一次调频能力应达到该区被指定的二次调频责任,进而实现区域一、二次调频责任的公平分配。由此频率偏差系数被赋予了一个新功能:通过合理整定各区频率偏差系数,使得频率偏差系数不仅能够规范和约束区域的二次调频特性,同时可成为引导和改善区域一次调频能力达到目标要求的指挥棒。
In view of the fact that the current interconnection power grid can not guarantee the fair allocation of regional primary and secondary frequency modulation responsibilities, a more reasonable allocation of regional frequency modulation responsibilities is proposed. This method combined with the method of setting frequency offset coefficient in China to ensure frequency quality and fair allocation of regional frequency modulation responsibility as the goal. By reasonably determining the total system frequency offset coefficient and the frequency distribution coefficient of each area, District arrangements for a more reasonable and ideal secondary FM characteristics. At the same time, in order to standardize and improve the regional primary frequency control capability, it is required that the primary frequency control capability of each district should reach the designated secondary frequency regulation responsibility in the district, so as to realize the fair distribution of the responsibility of primary and secondary frequency regulation in the area. Therefore, the frequency deviation coefficient is given a new function: By reasonably setting the frequency deviation coefficient of each district, the frequency deviation coefficient can not only regulate and restrict the secondary frequency modulation characteristic of the area, but also can guide and improve the primary frequency modulation ability of the area to meet the target requirement baton.
