19th century British female education manager is the new female representative. Although they have a limited number of seats and powers in school committees across the country, they share the power of management with men in the field of public education and achieve leaps from the private sector to the public sector. They incorporated the spirit of liberal reforms in the 19th century into the school education system, worked hard to promote the realization of equal rights in different social strata and gender-based education, and promoted the growth of civil equality in civil society. Starting from altruism, they emphasize the gender superiority of women and the social responsibility of middle and upper-class women, promote the growth of female citizen’s sense of responsibility and rights, and promote the development of social public welfare undertakings and the improvement of civil society.
