我国正处于经济转轨、社会转型和社会矛盾多发的特殊历史时期,随着首都经济社会的快速发展,非公企业大量增加,影响首都劳动关系稳定的一些源头性、基础性问题依然存在。同时,职工队伍结构发声深刻变化,新兴产业和行业大量涌现,用工形式更加多样,新一代产业工人逐渐成为职工队伍主体,职工诉求日益多元化,职工的民主意识和维权意识越来越强,使得劳资矛盾日益凸显,劳动争议案件大幅攀升。特别是最近一个时期,部分非公企业劳动关系矛盾突出,职工群体性事件频发,已经直接影响了职工队伍和社会稳定。本期话题就是在市场经济条件下的如何建立和谐的劳动关系——
