“异地高考”政策是政府打破户籍地高考的制度安排,重构随迁子女、当地考生教育利益格局的过程。中央政府、地方政府、随迁子女、当地考生作为主要的利益相关者,为了自身利益最大化而进行利益博弈。有效推进“异地高考”政策,中央政府要完善政策执行的监督机制,切实保障随迁子女的教育利益;地方政府要建立利益相关者沟通协商机制,整合各方利益诉求;尽快制定相关配套措施,扩大利益供给,实现多方利益均衡。
