贵阳市集体企业基本上是50至60年代建立的,在向市场经济转轨的过程中,生产经营举步维艰,因而在建立统一企业养老保险制度时,不少企业基本不具备参保条件,其退休人员的生活保障问题,长期以来成为影响社会稳定的一个突出问题。为了妥善处理老集体企业职工老有所养问题,笔者就这个问题在贵阳市进行了调查分析,目的是为引起社会各个方面的关注,以期共同探索解决问题的办法。
Basically, the collective enterprises in Guiyang were established in the 1950s and 1960s. During the transition to a market economy, production and operation were struggling. Therefore, when establishing a unified enterprise endowment insurance system, many enterprises basically did not have the conditions for taking part in the insurance and their retirees Has become a prominent issue affecting social stability for a long time. In order to properly handle the problem of getting old employees in old collective enterprises, the author conducted a survey and analysis on this issue in Guiyang, aiming at arousing the concern of all sectors of society with a view to exploring solutions to the problems together.
