党的十六大指出:“一切合法的劳动收入和合法的非劳动收入,都应得到保护。”所谓非劳动收入,就是指通过劳动以外其他途径取得的收入。在我们传统的观念中,“非劳动收入”只不过是“不劳而获”的一种委婉的表述而已。我们长期以来,在谈“剥削”现象时,已经习惯于在剥削和非劳动收入之间划上等号,并将剥削现象冠以“不劳而获”的名分。从这个意义上讲,报告提出的这一新观念,是对“合法的非劳动收入”在理论上的正名。这意味着中国不仅不歧视“非劳动收入”,还将从理论上、政策上以至法律上对其进行保护。
The 16th CPC National Congress pointed out: “All legal labor income and legal non-labor income should be protected.” The so-called non-labor income refers to income earned through other means than labor. In our traditional conception, “non-labor income” is but a terse expression of “nothing”. For a long time, we have been accustomed to equating the exploitation with the non-labor income when talking about the phenomenon of “exploitation,” and we regard the phenomenon of exploitation as a “no-pay.” In this sense, the new concept proposed in the report is the theoretical justification for “legal non-labor income”. This means that China will not only discriminate against “non-labor income” but will also theoretically, politically and legally protect it.
