台湾《广播电视法》对于有线电视的经营区、收费制度和频道内容上下架有着约束力,但随着三网融合和科技发展,媒体产业结构也出现变化,而这也凸显台湾广播电视法规对于现在的台湾影视行业不适用。台湾的媒体管制部门“国家通讯传播委员会”(通传会,NCC)也在2013年推出《广播电视垄断防制与多元维护法草案》,俗称反垄断法,目的是为了修改不适用的法规,并提升传播媒体产业的发展力。该草案欲改变二十多年来有线电视的收费制度、有线电视的全面数字化和经营区的放宽,冲击了有线电视的经营结构。广播电视法规的修法也将牵动整个传媒产业的发展,如何创造有线电视业者和民众之间的双赢,则是政府必须考虑的首要问题。
