我国成人教育经费比较短缺,农民教育人均每年只有一角钱,职工教育虽然可以在工资总额中提取1.5%,把技术改造项目的培训费列入成本,企事业还可以在发展基金动甩一部分,在利润留成和工会经费中砍一块用于职工培训,渠道似乎不少,但真正使用于成人教育的绝对数额又是很低的,大约人均20元.仅是发达国家的十分之一左右。成人教育经费的短缺,使培训规模难以扩大,培训手段陈旧落后,束缚和限制了成人教育的进一步发展。中共中央关于制定国民经济和社会发展十年规划和“八五”计划的建议中,已明确提出要“积极发展成人教育”、并建议中央和地方各级政府要逐步增加对
Although there is a shortage of funding for adult education in our country, per capita peasant education is only a dime a year, while employee education can be extracted by 1.5% of the total wage and the training fee for technological transformation projects is included in the cost. Enterprises and institutions can also move part of the development fund. While there seems to be a lot of channels for profit retention and trade union funding, the absolute amount actually used for adult education is very low, about 20 yuan per capita, only about one-tenth of that in developed countries. The shortage of funds for adult education has made it difficult to expand the scale of training and outdated training methods, which has constrained and restricted the further development of adult education. The proposal of the Central Committee of the Communist Party of China to formulate the 10-year plan for national economic and social development and the “Eighth Five-Year Plan” has been explicitly proposed to “actively develop adult education” and suggested that the central and local governments at all levels should gradually increase
