“京津冀”协同发展规划是党中央对我国政治、经济发展的一项重要战略部署,对我国区域性政治、经济、文化、科技发展有着示范和引领作用,围绕京、津地区发展河北省各地方政府应如何利用自身优势,不但为协同发展贡献力量还能为自身建设添砖加瓦,如何在全国性“营改增”的税制改革初期,在地方财政短期内减少的压力下做好承接京、津饱和产业和结构性调整产业的加法,对河北省各地方政府都是极大的考验。文章就主要针对“京津冀”协同发展带给地方财政的加法和“营改增”带来的减法项目展开简要的探讨。
The “Beijing-Tianjin-Hebei” coordinated development plan is an important strategic plan for the party Central Committee’s political and economic development in our country. It exemplifies and leads the development of regional politics, economy, culture and science and technology in our country. Around the development of Beijing and Tianjin areas How can local governments in Hebei Province take advantage of their own advantages and not only contribute to the synergetic development, but also contribute to their own construction. How can we do the tax reform short of the local finance in the early stage of the national tax reform? It is a great test for all local governments in Hebei Province to undertake the addition of a good industry to Beijing, Tianjin and structural adjustment industries. The article mainly discusses briefly the subtraction project brought by the “Beijing-Tianjin-Hebei” synergistic development brought by local finance and the “business reform by increasing”.
