From 5 to 9 December 1988, the General Agreement on Tariffs and Trade (GATT) held a ministerial review of the Uruguay Round of Mid-term Review of Multilateral Trade Negotiations in Montreal, Canada. About 900 delegates gathered in 103 countries and regions to discuss and assess the progress made on the 15 topics for the round of negotiations that started from September 1986 and provide guidelines for the negotiations for the next two years. Early agreements showed that the results of the four-year trade negotiations are more than halfway and people naturally have to be concerned about what the talks have achieved. In order to boost morale and promote negotiations, the meeting reached some early agreements. Tropical products that affect the vital interests of developing countries (such as rubber
