Resolution 1816 of the UN Security Council arose from the background of the current international law that the definition of piracy lags behind the reality of piracy. The resolution expanded the definition of piracy, perfected the universal jurisdiction system and expanded the body of law enforcement against piracy. Although there are some shortcomings in the resolution, its legally binding international document as the UN Security Council under Chapter VII of the UN Charter undoubtedly provides the legal basis for the international community to jointly crack down on Somali pirates. It is a measure of the current crimes against piracy The development and improvement of international law.
