邮政储蓄自1986年恢复开办七年多来,业务得到迅速发展,规章制度逐步完善,职工队伍日益壮大,人员素质不断提高,业务处理技术条件日趋成熟。在此前提下,为了在竞争激烈的储蓄市场进一步拓展邮政储蓄业务,对邮政储蓄实行柜员制是迫在眉睫的可行之举。邮政储蓄柜员制,即实行单收单付的邮政储蓄业务处理制度。与传统的“双人临柜复核制”相比,具有提高劳动效率、服务水平和减少劳动消耗等效用,对邮储业务的发展也有促进作用。
