陕西涇惠渠灌溉區由於多年连作,不講究積肥、施肥以及以往多年來採用大畦浸漫灌的澆水方法等多種原因,造成棉產逐年下降。為了解决这一问题,该渠從一九五二年起開始试行溝灌法,以改善澆水方法。一九五三年一月,经过中央农业部、水利部及苏联專家共同檢查,认為这个澆水的方法走正確的。但在农业经营上,仍须配合輪种、增施有機肥料、进行秋季深耕及早春浅耕,起堿地區进行開溝排水,並在冬季进行漫灌洗堿等一系列的耕作方法,才能改善减產的情况。兹将该灌區推行溝灌法的初步经验,介绍如後。希望各灌區根據當地情况,充分發動群众,在群众自願的基础上,在可能的條件下,重點試办。並在工作中注意吸取苏联灌溉法的经驗,達到科學用水的目的。

It is hoped that irrigated areas will mobilize the masses according to local conditions and mobilize the masses fully. And pay attention to drawing lessons from the Soviet Union’s irrigation law in his work to achieve the purpose of scientific water use.
