当前建筑市场的激烈竞争,特别是我国加入WTO后,铁路施工企业如何降低成本,提高市场竞争力,是施工企业面临的重大课题。在一项工程中,材料费用工程造价的70%左右,是制约工程成本的关键。控制材料成本,首先要把采购费用降下来。然而,有的施工企业并没有真正认识到其重要性,表现为物资采购效率低,采购费用高,严重影响了企业的经济效益。加强施工企业物资采购的研究,不断在体制上、制度上、组织结构上、技术手段上、管理理念上进行创新,实现采购工作现代化,就显得尤为重要和迫切。
